class=\"wp-block-paragraph\">The Monmouth County Library is dedicated to protecting the rights and safety of library patrons, employees, and volunteers. Our goal is to enable all library visitors to enjoy an inviting and comfortable atmosphere. Each person is expected to respect the rights of others and comply with the Library Code of Conduct Policy while on library property.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><br><strong>Permitted conduct in the library includes:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Quiet enjoyment of library facilities, services, and programs.<\/li>\n\n\n\n<li>Small group congregation of social, study or discussion purposes that does not disturb the quiet enjoyment of other patrons.<\/li>\n\n\n\n<li>Service animals.<\/li>\n\n\n\n<li>Quiet and courteous use of cell phones.<\/li>\n\n\n\n<li>Any materials removed from the library must be checked out on a valid library card.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Prohibited conduct in the library includes but is not limited to:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Any activity that constitutes a violation of federal, state, or local criminal statutes or ordinances.<\/li>\n\n\n\n<li>Carrying a weapon into the library unless authorized by law. Any patron authorized to carry a weapon must notify the library staff that he\/she is carrying a weapon and must provide proper identification.<\/li>\n\n\n\n<li>Damage, defacement, or theft of any library property, facilities or material.<\/li>\n\n\n\n<li>Abuse or misuse of library furniture, equipment, or supplies, including the unauthorized moving of furniture.<\/li>\n\n\n\n<li>Possession, distribution, or use of alcohol except at authorized library events.<\/li>\n\n\n\n<li>Possession, distribution, or use of controlled substances.<\/li>\n\n\n\n<li>Use of tobacco products except in designated areas outside of the building if permitted by law.<\/li>\n\n\n\n<li>Behavior that is disruptive, offensive, endangering, or otherwise unlawful is strictly prohibited. This includes engaging in fighting or any violent behavior, including pushing, shoving, kicking, and\/or throwing objects.<\/li>\n\n\n\n<li>Sexual conduct on library premises.<\/li>\n\n\n\n<li>Sexual harassment of patrons, staff, or volunteers. Sexual harassment includes, but is not limited to, unwelcome sexual advances, requests for sexual favors, or unwanted sexual attention, obscene jokes, lewd comments, repeated requests for dates, touching, catcalling, staring, or other sexual conduct.<\/li>\n\n\n\n<li>Offensively coarse, profane, abusive, threatening language, threatening gestures, unwanted physical conduct, intimidation, following, staring, or other harassing behavior.<\/li>\n\n\n\n<li>Unreasonable noise levels including shouting, loud talking or disruptive conversation, uncontrolled or repeated ringing of cell phones, and loud cell phone conversations.<\/li>\n\n\n\n<li>Excessive and\/or uncontrollable repeated outbursts or emotional expressions that disturb other patrons.<\/li>\n\n\n\n<li>Canvassing, soliciting, selling, or distributing merchandise, services, or materials (in the library or on library property), except as permitted protected by law or as part of a library-sponsored program or event. Behavior that is disruptive, offensive, endangering, or otherwise unlawful is strictly prohibited.<\/li>\n\n\n\n<li>Leaving property unattended. Patrons must keep possession of their personal property at all times while in the library or on library property. The library is not responsible for unattended or abandoned property and reserves the right to remove or discard it.<\/li>\n\n\n\n<li>Unattended or abandoned property used as part of a joke or prank will be sent to the Library Director\u2019s office at Library Headquarters in Manalapan. Retrieval of property used as part of a joke or prank will require an appointment with the Director. If the property belongs to a juvenile, a meeting with the juvenile\u2019s parents will be required.<\/li>\n\n\n\n<li>Rollerblading, roller-skating, skateboarding, or wheeled shoe use in the library or on library premises or bringing bicycles, skate boards, scooters or similar items inside the library.<\/li>\n\n\n\n<li>Consumption of food and\/or open container beverages except in designated areas or at authorized library functions.<\/li>\n\n\n\n<li>Cooking of food is prohibited in the library except when it is done by staff or as part of an approved cooking program.<\/li>\n\n\n\n<li>The charging of personal devices other than a cellphone, cellphone charger, laptop, or tablet is prohibited.<\/li>\n\n\n\n<li>Bringing animals inside the library with the exception of service animals or those allowed at a library-approved event.<\/li>\n\n\n\n<li>Neglecting to wear shoes, shirt, pants, or to remain fully clothed. Upper and lower body must be appropriately covered and footwear must be worn at all times.<\/li>\n\n\n\n<li>Lack of personal hygiene that interferes with the use of and enjoyment of the library by others or interferes with the work of library staff. Those individuals whose bodily hygiene is offensive so as to constitute a nuisance to others may be required to leave the building.<\/li>\n\n\n\n<li>Use of the library restrooms for sleeping, bathing, shaving, washing hair or changing clothes.<\/li>\n\n\n\n<li>Sleeping in the Library or on library property.<\/li>\n\n\n\n<li>Loitering in staff-only areas, restrooms, stairwells, hallways, passageways, elevators, or in reserved areas without a reservation, or establishing unauthorized work, study, leisure, or social areas in unauthorized areas of the library.<\/li>\n\n\n\n<li>Use of personal electronic equipment at a volume that disturbs others.<\/li>\n\n\n\n<li>Unauthorized use of the library\u2019s computer network or failure to comply with the library\u2019s Internet Policy may result in suspension of library computer privileges.<\/li>\n\n\n\n<li> Leaving children or adults in need of supervision unattended.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Enforcement:<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Violation of these rules may be cause for a prohibition from future use of library facilities and\/or privileges. In cases of disruptive behavior, patron identification including name, address, and phone number may be requested.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>The Commission authorizes library administration to suspend the library privileges of patrons whose behavior prevents or interferes with the effective use of the library by other patrons to the extent warranted by the nature of the violation and\/or any previous violations.<br>&nbsp;<br>Library patrons unable or unwilling to abide by the Library Code of Conduct may be asked to leave. Any person who repeatedly violates these rules, or any person who commits a single, serious violation of these rules, in addition to being asked to leave the library, may not be allowed to return to the library for a period of time designated by the Library Director. Acts of illegality will be referred to police for prosecution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Failure to leave the library when asked to leave by a library staff member will be considered trespassing. As part of our goal to meet the recreational, informational and educational needs of our public, the Library makes available free access to resources on the Internet. Library users must review and agree to the Internet Policy when reserving a public internet computer at all branches of the Monmouth County Library System.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Library internet computers and workstations must be used in a responsible manner that is consistent with appropriate behavior in the Library and respecting the rights of others as described in the Library Code of Conduct. The library reserves the right to ask users to discontinue the display of information and images that cause a disruption or discomfort to others using the library.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Parents or legal guardians of minors under the age of 17 are responsible for monitoring their use of the Internet. Parents or legal guardians are encouraged to provide them guidelines about acceptable use and determine which Internet resources, materials, and services are appropriate for their children.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">You may not use the Library\u2019s computers for any fraudulent or unlawful purposes, including activities that violate federal, state, or local laws. Users may not make any attempt to damage computer equipment or software. Any attempts to gain unauthorized access to restricted files, networks, degrade performance, damage and\/or intentionally misuse of the Library\u2019s computers or software will result in loss of your internet privileges as defined by policy.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Unplugging or restarting any Library internet computers, workstations, or other public use equipment is prohibited. We strive to be a doorway through which a life-long interest in learning and reading takes place. The purpose of this policy is to provide the greatest possible degree of protection for minor children** and vulnerable adults* in the community and to create a productive and enjoyable environment for all patrons and staff.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><u>Children 9 years of age and younger:<\/u><\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Must be under the direct supervision of a parent, guardian, or caregiver when in the Library or on library grounds, which means that the child must remain within view at all times during the entire library visit.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><u>Children 10 to 13 years of age and vulnerable adults:<\/u><\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Shall not be left unattended in the Library or on library grounds. Attended is defined as a parent, guardian, or caregiver being present in the building, but not necessarily with direct supervision of the child or vulnerable adult.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><u>Children under 18 years of age and vulnerable adults:<\/u><\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Parents, guardians, or caregivers are solely responsible for the conduct, behavior, and safety of minor children and vulnerable adults in the Library or on library grounds.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Library staff is authorized to contact police in the event the parent, guardian, or caregiver fails to comply with these regulations, or leaves a child or vulnerable adult unattended or unattended at closing.<\/li>\n\n\n\n<li>Exceptions to this policy occur when programming requires children to attend on their own. At these times, children should be brought to the activity prior to the program, and the responsible parent, guardian, or caregiver should remain outside the door of the activity room awaiting its conclusion.<\/li>\n\n\n\n<li>It is essential for the safety of all children and vulnerable adults that they be picked up prior to the Library\u2019s closing time.&nbsp;Library staff will call the police or other appropriate municipal, county or state agency if a child or vulnerable adult is left unattended when a Library facility closes or if an individual otherwise appears to be at risk.<\/li>\n\n\n\n<li>Guardian or caregiver is defined as an individual 18 years of age and older possessed with the ability to assume responsibility for behavior of children or vulnerable adults.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">*A vulnerable adult means a person 18 years of age or older who resides in a community setting and who, because of a physical or mental illness, disability or deficiency, lacks sufficient understanding or capacity to make, communicate, or carry out decisions concerning his\/her well-being and is the subject of abuse, neglect or exploitation. Vulnerable adults may not be left alone in the Library. This includes adults who need staff help outside the scope of regular library services. This policy serves as a guideline for active collection, maintenance, and provides a framework for responding to changing community needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>General Principles<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>The Monmouth County Library System\u2019s collection development is dedicated to the advancement of knowledge, the education and enlightenment of the people of the community, and the provision of educational, informational, and recreational reading, viewing, and listening. Emphasis is placed on popular materials and general information rather than on scholarly and specialized materials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>The service population of the Monmouth County Library comprises a range of culturally, linguistically, and ethnically diverse individuals from an array of socio-economic backgrounds. As such, the Monmouth County Library actively seeks to acquire materials representing views, authors, subjects, and life experiences that are of interest to people of differing ages, gender identities, ethnicities, lifestyles, and beliefs. Materials will be acquired in a variety of languages and non-standard formats as needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>The digital collection includes research databases and instructional programs, as well as popular downloadable and streaming eBooks, audiobooks, magazines, and movies. These digital resources are available through the Library\u2019s website and app.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>NJ Freedom to Read<\/strong><br><br>New Jersey\u2019s Freedom to Read Act prohibits censorship of library materials and provides certain protections to library workers in collection development and maintenance. It supports the right of individuals to free inquiry and the right to form their own opinions. It acknowledges the training and education that librarians receive to develop and curate collections.<br>The Library Commission, in consultation with the Library Director, shall have discretion in selecting, purchasing, or acquiring library material for inclusion in the public library. Nothing in this policy or the law shall be construed to require a governing body of a public library to purchase, or otherwise acquire, library material for a public library.<br><br>This policy recognizes and acknowledges that:<br><br>\u2022 Public libraries serve as centers for voluntary inquiry and the dissemination of information and ideas;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 Prohibiting censorship of library materials promotes free expression and free access to idea by residents;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 Library materials shall not be removed from a public library because of the origin, background, or views of the library materials or those contributing to its creation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 Library materials should be provided for the interest, information, [and] enlightenment of all people and should present diverse points of view in the collection as a whole;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 Librarians are professionally trained to curate and develop collections that provide residents with access to the widest array of library material available to the public; and,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 The Library has a procedure for a librarian to review library materials on an ongoing basis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Selection Criteria<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Materials purchased for the Monmouth County Library\u2019s collection are evaluated as complete works and not on the basis of any one particular passage. A work will not be excluded from the Library\u2019s collection solely because it represents a particular aspect of life, frankness of expression, or because it is controversial. Similarly, no work will be removed from the collection solely because an individual or group finds it to be objectionable, so long as the work meets the standard of this policy statement. The inclusion or non-inclusion of any particular work is based on the considerations described in this policy statement and does not amount to an act of endorsement by the Library of any particular viewpoint or position. Sources for selection of works to be included in the Monmouth County Library\u2019s collection include, but are not limited to, published recommendations from standard review sources and specialized publications, publisher\/vendor catalogs, advertisements and availability, professional and trade bibliographies, and customer requests\/recommendations with accompanying community demand. In the case of digital subscription services, direct selection of materials is not always available to the Library.<br><br>The primary goal of collection development is to provide the best possible collection with the financial resources available. Library materials are chosen based on selection criteria such as predicted demand and interest, reputation of the publisher and author, historical significance, and cost. The item\u2019s contribution to the diversity or depth of a collection, such as providing differing viewpoints, is also considered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Materials are selected by trained staff and take into consideration:<br><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Relevance: <\/strong>How the materials align with the library&#8217;s mission and the needs of its users.<\/li>\n\n\n\n<li><strong>Quality:<\/strong> Consider literary merit, technical quality, and the author&#8217;s and publisher\u2019s authority.<\/li>\n\n\n\n<li><strong>Audience Appropriateness:<\/strong> Ensure materials are suitable for the intended age group and reading level.<\/li>\n\n\n\n<li><strong>Format:<\/strong> Consider the format of materials (print, digital, etc.) and their accessibility.<\/li>\n\n\n\n<li><strong>Cost:<\/strong> Balance quality and cost when making purchasing decisions.<\/li>\n\n\n\n<li><strong>Timeliness:<\/strong> Ensure the content is current and whether there are more recent materials available on the same subject.<\/li>\n\n\n\n<li><strong>Availability:<\/strong> Consider whether similar materials are available elsewhere \u2013 are the materials   available through interlibrary loan?<\/li>\n\n\n\n<li><strong>Community Needs:<\/strong> Materials should address the current and anticipated community needs.<\/li>\n\n\n\n<li><strong>Space Constraints:<\/strong> May impact the scope and depth of the collection.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Additional criteria for digital resources:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ease of use<\/strong><\/li>\n\n\n\n<li><strong>Licensing and System Requirements<\/strong> (hardware, software, networking, storage, etc.)<\/li>\n\n\n\n<li><strong>Assessment of content, quality, and cost<\/strong> as compared to other available formats<\/li>\n\n\n\n<li><strong>Accessibility<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Monmouth County Library is aware of the purposes and resources of other libraries in the State and shall not unnecessarily duplicate functions and materials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Children\u2019s Materials<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Monmouth County Library understands that materials acquired for the youth must be regarded with special care due to the developmental needs of children and their readiness to master sensitive topics and\/or content. In response, the Monmouth County Library asserts that the responsibility of a child\u2019s use of materials as well as content appropriateness, lies with the parent or guardian.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Young Adult Materials<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Monmouth County Library maintains a collection of materials for young adults (grades 6-12) that considers the development needs of teens and involve their readiness to master sensitive topics and\/or content. In response, the Monmouth County Library asserts that the responsibility of a young adult\u2019s use of materials as well as content appropriateness lies with the parent or guardian.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Patron Recommendations<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Monmouth County Library service district residents may suggest items for purchase. Requests will be reviewed by designated library staff in consultation with the selection criteria as outlined in this policy. Residents can also request items that the Library does not own by completing the Library\u2019s Interlibrary Loan Request form available at branch reference desks. Interlibrary loans are governed by the Monmouth County Library\u2019s Interlibrary Loan Frequently Asked Questions (FAQ). Patron suggestions are subject to the same selection criteria as all other materials and are not automatically added to the collection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Gifts and Donations<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>The Monmouth County Library may accept gifts and donations at select locations with the explicit understanding that the library, in its sole discretion, reserves the right to display, store, sell, or otherwise dispose of all gifts and contributions of tangible property. Those materials that do not meet the library\u2019s objectives and materials selection criteria may be refused. The Library does not appraise donated items.<br><br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Excluded Items<\/strong><br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Monmouth County Library does not generally purchase materials in outdated formats, textbooks or academic titles, or obscure titles with limited circulation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Disposition of Materials<\/strong><br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ultimate responsibility for material selection rests with the Library Director who operates within the policies determined by the Monmouth County Library Commission. Day-to-day implementation of the Collection Development and Management Policy and management of the collection is assigned to Library staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>A librarian must review library material within a public library on an ongoing basis. Criteria for ongoing review must include, but is not limited to the:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Library\u2019s material relevance;<\/li>\n\n\n\n<li>Condition of the library material;<\/li>\n\n\n\n<li>Availability of duplicates;<\/li>\n\n\n\n<li>Availability of more recent material; and<\/li>\n\n\n\n<li>Continued demand for the library material.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A regular review of materials is essential to maintaining the quality of the Monmouth County Library System\u2019s collection. Materials in the collection are managed through an assessment and evaluation process to ensure that the collection remains up-to-date, balanced and attractive. Professional staff with collection management responsibility will evaluate materials for possible withdrawal using the following criteria:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Physical condition<\/li>\n\n\n\n<li>Number of copies available<\/li>\n\n\n\n<li>Accuracy and currency of information<\/li>\n\n\n\n<li>Availability of duplicates<\/li>\n\n\n\n<li>Availability of more recent material<\/li>\n\n\n\n<li>Availability elsewhere<\/li>\n\n\n\n<li>Continued demand for the material<\/li>\n\n\n\n<li>Enduring value<\/li>\n\n\n\n<li>Local interest or specific community relevance<\/li>\n\n\n\n<li>Space limitations<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Reason for Policy<\/strong><br><br>The purpose of the policy is to provide standards for the curation of library material; establish criteria for removal of existing library material or library material selected for inclusion in the public library; and protect against attempts to censor library material.<br><br>The Monmouth County Library is committed to the principle that the constitutionally protected freedoms of speech and press are enjoyed by all. To this end, the Library strives to offer a collection that represents the needs of our diverse communities. Inclusion of items in the collection does not imply endorsement of any theory or statement contained in those materials and resources.<br><br><br>While every Monmouth County Library service district resident may not agree with the viewpoints offered in some Library material, the Library has a responsibility to provide a balanced collection with access to material reflecting diverse ideas through which opposing sides of a question, cause, or movement may be explored, provided that the material meets the outlined selection criteria. The balanced nature of the collection is reflected in the diversity of materials, not in the equality of numbers. Residents are free to choose what they like from the collection and to reject what they do not like, but not to restrict the freedom of others to make the same choice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Selection of materials for adults is not constrained by possible exposure to children or teenagers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Statements endorsed by the Library<\/strong><br>The Monmouth County Library System endorses the following statements:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>American Library Association\u2019s <a href=\"https:\/\/www.ala.org\/advocacy\/intfreedom\/freedomreadstatement\" target=\"_blank\" rel=\"noreferrer noopener\">Freedom to Read Statement<\/a><\/li>\n\n\n\n<li>American Library Association\u2019s <a href=\"https:\/\/www.ala.org\/advocacy\/intfreedom\/librarybill\" target=\"_blank\" rel=\"noreferrer noopener\">Library Bill of Rights Statement<\/a><\/li>\n\n\n\n<li>American Library Association\u2019s <a href=\"https:\/\/www.ala.org\/advocacy\/intfreedom\/freedomviewstatement\" target=\"_blank\" rel=\"noreferrer noopener\">Freedom to View Statement<\/a><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Definitions<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Censorship.<\/strong> Means to block, suppress, or remove library material based on disagreement with a viewpoint, idea, or concept, or solely because an individual finds certain content offensive, but does not include limiting or restricting access to any library material deemed developmentally inappropriate for certain age groups.<br><\/li>\n\n\n\n<li><strong>Diverse and inclusive material.<\/strong> Means material that reflects any protected class as enumerated in the \u201cLaw Against Discrimination,\u201d P.L. 1945, c 169 (c.10:5-1 et seq); material produced by an author who is a member of a protected class as enumerated in the \u201cLaw Against Discrimination,\u201d P.L. 1945, c 169 (c.10:5-1 et seq); and material that contains the author\u2019s points of view concerning contemporary problems and issues, whether international, national, or local.<br><\/li>\n\n\n\n<li><strong>Governing body.<\/strong> Means a board of trustees, a director or other chief administrative officer, a county library commission, or the board of county commissioners of a public library.<br><\/li>\n\n\n\n<li><strong>An individual with a vested interest.<\/strong> Any resident who is served by the public library, or residents in a county or municipality where the library is situated.<br><\/li>\n\n\n\n<li><strong>Library material.<\/strong> Means any material, including, but not limited to, nonfiction and fiction books; magazines; reference books; supplementary titles; multimedia and digital material; software and instructional material, belonging to, on loan to, or otherwise in the custody of a public library.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Responsibilities<\/strong><br><br><strong>Library Commission<\/strong> \u2013 Establishes, reviews, and updates policy. May serve as the governing body.<br><strong>Library Director<\/strong> \u2013 Coordinates implementation of policy, trains staff, approves purchases, and serves as first responder for patron complaints. May serve as the governing body.<br><strong>Assistant Library Director<\/strong> &#8211; Oversees collection management and acquisitions staff and serves as point of contact with booksellers and content vendors.<br><strong>Collection Development Librarian(s)<\/strong> \u2013 Selects materials for the library collection that help to achieve the library\u2019s mission and follow the collection development policy as assigned. We aim to help patrons of all ages meet their educational, recreational, and cultural needs through our extensive collections, information resources, and electronic content resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Policy Statement<\/strong><br>The Request for Removal\/Reconsideration of Library Materials Policy ensures that the provisions of the Freedom to Read Act are followed, and that the library\u2019s collection responds to the local community\u2019s needs as outlined in its mission statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Reason for Policy<\/strong><br>The purpose of the policy is to provide standards for the curation of library material; establish criteria for removal of existing library material or library material selected for inclusion in the public library; and protect against attempts to censor library material.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Definitions<\/strong><br><strong>Censorship.<\/strong> Means to block, suppress, or remove library material based on disagreement with a viewpoint, idea, or concept, or solely because an individual finds certain content offensive, but does not include limiting or restricting access to any library material deemed developmentally inappropriate for certain age groups.<br><br><strong>Governing body.<\/strong> Means a board of trustees, library director or other chief administrative officer, a county library commission, or the board of county commissioners of a public library.<br><br><strong>An individual with a vested interest.<\/strong> Any resident or taxpayer who is served by the public library in a county or municipality where the library is situated.<br><br><strong>Library material.<\/strong> Means any material, including, but not limited to, nonfiction and fiction books; magazines; reference books; supplementary titles; multimedia and digital material; software and instructional material, belonging to, on loan to, or otherwise in the custody of a public library.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Review committee.<\/strong> The governing body\/Monmouth County Library Commission will appoint a review committee consisting of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At least one member of the Library Commission;<\/li>\n\n\n\n<li>A librarian employed by the library;<\/li>\n\n\n\n<li>A non-librarian staff member familiar with the library materials;<\/li>\n\n\n\n<li>A representative selected by the Library Commission;<\/li>\n\n\n\n<li>A resident serviced by the public library, provided the resident selected is not the individual who submitted the form;<\/li>\n\n\n\n<li>Any additional members the Library Commission deems necessary.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Responsibilities<\/strong><br><strong>Individuals with a vested interest<\/strong> may submit the request for removal\/reconsideration form to the Library Commission to initiate a review of the material. A separate form must be submitted for each request.<br><br>Individuals with a vested interest must use the library\u2019s Request form, list their name and address on the form, specify which sections of the library material the individual objects to, and provide an explanation of the reasons for the objection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>The <strong>Library Commission<\/strong> must<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Create a request for removal form based on the model removal form established by the State Librarian; and<\/li>\n\n\n\n<li>Appoint a review committee as defined in this policy.<\/li>\n\n\n\n<li>Review the committee\u2019s report and make a final determination on whether the material is to be removed from the public library or limited in use. The Library Commission shall provide a written statement of reasons for:\n<ul class=\"wp-block-list\">\n<li>Removal, limitation, or non-removal of a library material; and<\/li>\n\n\n\n<li>Any final determination that is contrary to the recommendations of the review committee; and<\/li>\n\n\n\n<li>Provide that the library material that has been reviewed shall not be subject to a subsequent challenge for at least one year.<br><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>review committee<\/strong> must:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Review the challenged materials.<\/li>\n\n\n\n<li>Report in writing its recommendations to the governing body on whether to remove the library material within 30 business days from the date of receiving the form.<\/li>\n\n\n\n<li>Provide a copy of the report to the individual with the vested interest who filed the form.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Response<\/strong><br>The Library Commission recommendation(s) must discuss the reasons for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Removal, limitation, or non-removal of a library material; and<\/li>\n\n\n\n<li>Any final determination that is contrary to the recommendations of the review committee, and<\/li>\n\n\n\n<li>Provide that the library material that has been challenged shall not be subject to a subsequent challenge for at least one year.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Contact<\/strong><br>Robin S. Donations of books and other materials are accepted at most Branch Locations during hours at the discretion of the librarian. The Library staff does not have the expertise to appraise donated materials. Donated materials may not be left outside the library or in the bookdrop. Policy for Self-Published and\/or Local Authors<\/strong><\/p>\n<\/p>\n<p>We receive numerous requests from local authors to add their self-published books to our collection. We wish to support local authors while maintaining the standards in our permanent collections. All donations presented to the Library as gifts are subject to the same selection criteria as purchased items.<\/p>\n<\/p>\n<p>We have established two Local Authors shelves at Headquarters: one in Adult and one in Juvenile. These are not part of our permanent collection.<\/p>\n<p><u>&nbsp;<\/u><\/p>\n<p><strong><u>Guidelines for placement on the Local Authors shelves:<\/u><\/strong><\/p>\n<\/p>\n<ul>\n<li>Authors must be a Monmouth County resident or otherwise demonstrate a strong local interest.<\/li>\n<\/ul>\n<ul>\n<li>We cannot accept a children\u2019s book for the Local Authors shelf, unless it includes a review from a reputable source.<\/li>\n<\/ul>\n<ul>\n<li>The author is expected to present the book to the library personally; books presented by a third party will not be accepted.<\/li>\n<\/ul>\n<ul>\n<li>Each book must meet certain standards determined by a designated librarian before being accepted for placement.<\/li>\n<\/ul>\n<ul>\n<li>A brief listing for the book will be created in the catalog, so that borrowers may access them by title or author.<\/li>\n<\/ul>\n<ul>\n<li>Books will be given a barcode and MCL stamps.
